According to the 1882 History of De Witt County, Parmenius and his 15 children came to what is now Macon County in 1826. He came from Champaign County, OH and though it said he was born there, this is apparently in error. He most likely lived in Champaign County for some time and most of his children were born there. He was one of the first settlers of Macon and De Witt Counties. Along with his son George D. Smallwood, he built a saw mill in 1830 in the NE quarter of section 5 of Creek Twp, De Witt County. They soon added a burr made of prairie boulder which, as of 1882, "is still in use, and is pronounced to be of very fine quality." A saw and grist mill was erected by Parmenius Smallwood on Salt creek, section five, in the year 1835. Smallwood lived near Decatur, and placed the mill in charge of his sons, George D., Samuel and Daniel. These sons kept " bach,'' in a cabin, on the banks of the creek, save when relieved of the tedium of housekeeping by a sister, who remained part of the time with them. This mill was patronized by people from an extensive tract of country. It filled a want long felt. People no longer had to go twenty miles for a sack of meal or flour, or as many did, pound corn with a maul. A man older than 45 is also living with them. A Samuel Smallwood is living in Urbana Twp, probably his brother (pg470). In the 1830 census of IL, Parmenius is living in Macon Co. 12221010 In the 1840 census of IL, "Panruidew" is living in Macon Co. 02211001000 00112010000 In the 1850 census of Macon Co., IL, "Perminas", 68, was living with wife Deborah, 59, children Susan, 20, and Gideon P., 17. Also living with them was grandson Peter P. Murphy, 17, a laborer, and Susan ?enierit(?), 7. Parmenius was a farmer with $2500 worth of real property. He and his wife were born in Virginia and Susan was born in Ohio.
